There is a class of low-cost modems known as "Windows Accelerator
Modems" that are designed exclusively for Microsoft Windows.  They
achieve their low cost by using simpler, lower-chip-count designs and
by relying on software that runs on the host computer's CPU.

At this time, the dialer that comes with the Netscape Navigator
Personal Edition does not work with the software that Windows
Accelerator Modems require, so therefore these modems will not work
with the Personal Edition dialer.  You can work around this problem by
performing a "custom install" of the Personal Edition to install only
the Navigator and Eudora Lite software; you will then need to purchase
a different TCP/IP stack and dialer that is compatible with Windows
Accelerator Modems, or else find a freeware/shareware stack and dialer
on the Internet.  You could also work around the problem by using a
different kind of modem.

You can tell that your modem is a "Windows Accelerator Modem" if:

it mentions "Windows Accelerator" on the box it comes in
the modem´s description says that it only functions in Windows
it uses a nonstandard I/O address (such as 100 or 180, which are nonstandard for modem/communication devices)
it uses a nonstandard IRQ (such as 2 or 5, instead of the usual 3 or 4)
DOS does not see the modem (you can check this by exiting Windows and running "C:\DOS\MSD.EXE")

Edition dialer:
